Next Drupal admin UI improvements

After getting Claro as the default Drupal administration theme, now we can focus on improving the administration experience beyond the visuals.
We will cover several existing and future initiatives that will improve the default experience users have with Drupal's administration UI, both for site builders and for content editors.
